Biography

Dr Michael Borowitz currently serves as a Non-Executive Director of the UK National Institute for Health and Care Excellence (NICE), which carries out health technology assessment for new medicines, diagnostics, medical devices, and now digital technology. In this role, he is actively involved in evidence-based clinical guidelines to improve quality of care.

For the last 10 years, Michael has worked for The Global Fund to Fight AIDS, Tuberculosis and Malaria on health financing covering core financing issues around strategic purchasing for HIV/AIDS, tuberculosis and malaria and their integration into broader health financing approaches especially through integrated primary health care as a pathway to UHC.  While at The Global Fund, he also led the work on climate and health. This has included exploratory work with blended finance with the Green Climate Fund and World Bank. Working with UNDP, the Global Fund has financed support for renewals in primary health care largely through solarization. This had led to work on adaptation of health services to climate change in Pakistan which focuses more on changing service delivery configuration including support for community health workers with digital support through cellphones and using geospatial data to target scarce interventions.
