Luxembourg adopts new National Health Plan based on a vision for a well-being economy

Luxembourg has launched a new 10-year vision for achieving a healthy and thriving society. The country’s new National Health Plan puts a person’s well-being at the centre of health policy by drawing from state-of-the-art evidence and approaches known to improve and sustain people’s physical, mental, and social well-being. The plan builds on dialogue from a meeting of the Small Countries Initiative in Luxembourg, which showed that small countries are already leading the way in taking well-being economies forward.

Minister of Health Paulette Lenert commented, “The National Health Plan is a key part of our strategy to improve the health and well-being of our citizens. We are convinced that this plan will provide a clear direction for the Luxembourg health system and allow us to respond to current and future health challenges.”

Cross-sector collaboration

The National Health Plan recognizes the importance of investing in 4 new types of capital to ensure that people can flourish throughout their lives. It delivers co-benefits for an inclusive and more resilient economy, higher trust and cohesive communities, and the protection of natural resources.

Twelve key strands of activity are grouped around central themes that include improving population health, improving patient pathways, and improving health system functioning. The plan emphasizes health promotion, primary care strengthening, integrated care strategies, digitization, and financial framework adjustments.

The National Health Plan has been launched jointly by Luxembourg’s Minister of Health Paulette Lenert and Minister of Social Security Claude Haagen, in view of the need for collaboration across these sectors. It specifically points to an increase in GDP of over 20% between 2010 and 2020, despite only a 1% increase in Luxembourg’s Index of Well-being (LIW), a composite measure of well-being.
