Leadership and governance to achieve disability inclusive health systems: guidance for self-assessment

Overview
This document presents a tool to facilitate Member States in conducting a self-assessment of the status of disability-inclusive leadership and governance in the health sector. Implementing, monitoring and evaluating inclusive leadership and governance is a key aspect of the overall implementation strategy for the WHO European framework for action to achieve the highest attainable standard of health for persons with disabilities 2022–2030. Informed by consultations with Member States and civil society, the tool includes six action components, and corresponding checklists, required to achieve disability-inclusive leadership and governance:
- transparency and accountability;
- health laws, strategies and policies;
- strategic engagement and representation;
- health financing;
- accessibility; and
- health and care workforce.
This tool will be used to strengthen health systems, with a clear focus on leadership and governance, for Member States to achieve the highest attainable standard of health for all persons with disabilities of all ages across the WHO European Region.
