The WHO Study Group on Tobacco Product Regulation (TobReg), previously known as the Scientific Advisory Committee on Tobacco Product Regulation (SACTob), was established by WHO, in 2000, to address product regulation.  In November 2003, the Committee, had its status formalized to a study group by the WHO Director-General, with the primary objective of advising WHO about scientifically sound and evidence-based recommendations on tobacco product regulation.  These recommendations are published in Technical Report Series (TRS), which are WHO Global Goods (“public health goods developed or undertaken by WHO that are of benefit either globally or to multiple countries across multiple regions”).

The Director-General reports to the Executive Board on the recommendations of TobReg in order to draw Member States’ attention to WHO’s efforts in tobacco product regulation, and as part of a comprehensive tobacco control programme.

TobReg is composed of international experts with diverse backgrounds in Science, Public Health and laboratory testing. The Group’s TRS recommendations help to fill knowledge gaps in nicotine and tobacco product regulation, as well as advise the WHO Director-General on recommendation to Member States on tobacco products regulation, with the aim of reducing the demand for tobacco and thus protecting public health
