The World Health Organization (WHO) is seeking expressions of interest from institutions to contribute towards implementation of the Global Environment Facility (the GEF) funded project ID 10810 to eliminate mercury in skin-lightening products by developing technical knowledge products that will assist in strengthening current regulatory practices or the establishment of regulation where it does not exist to prohibit the use of mercury and/or other toxic substances in skin lightening products. This would also include sharing information on best practices in enforcement and compliance with regulations on the use of mercury in skin lightening products, by:
- Conducting comparative assessments of regulatory approaches to prohibit mercury in SLPs.
- Developing model regulatory components and guidance documents.
- Analyzing country-specific legislation and enforcement mechanisms.
- Preparing a draft information document for COP6 of the Minamata Convention.
- Engaging with stakeholders and provide recommendations for future regulatory strengthening.

Expressions of interest should be accompanied by:
- A proposal for the conduct of work which addresses the terms of reference and identifies when the key deliverables could be delivered and states key milestones;
- A proposed project costing;
- A description of the skills, expertise and experience that the institution will bring to the project.
Please note that the Declaration of Interests form and CVs might be needed if selected. Selection will be based on interview of shortlisted applicants. Interviews will be conducted virtually in the week of 25 August 2025.
