Purpose of consultancy
To provide technical advice on the development of NCD global monitoring standards and tools for strengthening national capacities for implementing NCD facility-based patient and programme monitoring, to improve coverage and quality of health services for NCD prevention, treatment and control.
Background
Effective health information systems are considered as the fundamental actions in the NCD Implementation Roadmap 2023–2030 recently adopted at the 75th World Health Assembly, as well as within the Global NCD Compact 2020–2030. Facility-based patient and programme monitoring as a component of NCD surveillance system and aligned with other NCD surveillance components such as population health surveys and registries, aims to develop a limited set of indicators for NCD service provision at primary, secondary, and tertiary levels and to collect the generated data in the point of service delivery, using paper-based or digital platforms to inform health professionals and facility managers to improve their performance and also to inform policy-makers to monitor service accessibility, utilization, and quality of care in different settings. Knowledge on NCDs surveillance, routine health information system, data collection platform and its digitalization, and interpretation of the results are crucial for development of facility-based patient and programme monitoring.
Global monitoring frameworks for targeted NCDs, including diabetes, hypertension, chronic respiratory diseases, cervical cancer, breast cancer, and childhood cancer, can guide countries on assessing the impact of interventions at the national level. Standards-based data collection tools, sound statistical models and analytic techniques can provide objective and reliable evaluation of effectiveness and scalability interventions such as service delivery models and innovations considering country contexts.
The main objective of the SMR unit is to support the collection, analysis, and dissemination of country-level noncommunicable diseases and risk factor information to inform and improve public health policy. The unit leads the development of norms and standards and related implementation tools in the area of facility-based surveillance, patient and programme monitoring and surveillance and routine health information systems related to NCDs and rehabilitation.
