Risk Communication and Community Engagement - Infodemic Management (RCCE-IM) is central to WHO’s mission in health emergencies because it goes beyond simply giving information. It is rooted in behaviour change and human-centred design, ensuring that guidance leads to real shifts in attitudes and behaviours.
The RCCE tools for capacity mapping and planning and were developed with support from the European Commission, the PIP Framework, and over 100 subject matter experts, making them solidly evidence-based. They allow countries to assess their RCCE-IM capacities, identify gaps, and co-create national plans. This means actions are not only informed by the best available evidence but also responsive to local realities. By enabling countries to host and implement the tools themselves, RCCE-IM empowers communities to access health information that is trustworthy, timely, and tailored to their needs — ultimately improving engagement, trust, and health outcomes. The RCCE toolkit for arbovirus and capacity building package by PAHO will also highlight how RCCE capacity building is fundamental to managing arbovirus outbreaks.
Objectives
This webinar will showcase innovative tools to build capacity for risk communication and community engagement for health emergencies in WHO globally,
- There is a focus on the capacity mapping and planning tool developed by the WHO Regional Office for Europe, and how these tools can be adapted globally,
- The Capacity building package based on the arbovirus RCCE toolkit in PAHO will also highlight how RCCE can support arbovirus outbreak management.
