Overview

The Practical Guide to Evaluation for Programme Managers and Evaluation Staff aims to support managers and staff who are not professional evaluators to plan and commission evaluations. It also aims to share a common approach to evaluation within the organization at all levels that reflects standards applied broadly by the professional evaluation community.

The Guide provides practical guidance to plan and commission evaluations under the framework of the WHO Evaluation Policy (2018), updating the previous guidance in the WHO Evaluation Practice Handbook (2013). Efforts were taken to make the Guide as practical, concise and user-friendly as possible, while not diverging from the previous guidance in substance. Therefore, people who have been following the Evaluation Practice Handbook could continue to do so.
