Barriers and facilitating factors in access to health services in the Republic of Moldova

Overview

In the context of global efforts to move towards universal coverage in health systems, this report identifi es barriers and facilitating factors in accessing health services in the Republic of Moldova. The domains of the Tanahashi framework (availability, accessibility, acceptability, contact and eff ective coverage) underpin the research and analysis of findings in this report. This framework is particularly useful for ascertaining challenges to universal coverage – defi ned by the WHO as access to key promotive, preventive, curative and rehabilitative health interventions for all at an aff ordable cost, thereby achieving equity in access. The study looks in particular at how the population’s access to health services has been affected by the recent efforts (2009–2011) to extend health services coverage.
