While the overall reference documents for all corporate evaluations are the WHO Evaluation Policy (2018), the Implementation Framework of the WHO Evaluation Policy, and the Evaluation Practice Handbook, this paper clarifies the elements specific to the independent strategic evaluations of WHO’s contribution at country level, commissioned by WHO.
