Overview
The WHO's transformation centers on one guiding principle: measurable impact. The joint outcomes of the Fourteenth General Programme of Work 2025-2028 (GPW 14) are Member States-led and establish the specific results to be achieved during the four-year period through the collective work of countries, partners, key constituencies and the Secretariat.
Progress in GPW 14 joint outcomes will be measured by health-related SDGs and WHA resolution indicators. These indicators ensure continuity with GPW 13 and have been updated to reflect current global health issues e.g., climate impact on health, physical activity, mental health, and foregone health care.
A list of proposed joint outcome indicators was presented in table 1 of A77/16 (Draft fourteenth general programme of work, 2025–2028). An updated list of proposed joint outcome indicators with data availability, and baselines and targets, where available, are presented in this document. The final list of GPW 14 joint outcome indicators with metadata, baselines, targets and data availability will be published in May 2025 following further consultations with Member States and WHO technical programmes.
