PRS Stocktaking Exercise – Final report

Overview

Note: This report was produced by an independent service provider, under the oversight of the IEOAC and the IOAC. The report is a follow-up to a PBAC recommendation documented in its report on the Prevention of sexual exploitation, abuse, and harassment (A76/39), which recommended to the WHA that “…no later than May 2025, {the Secretariat} organize a comprehensive stock-taking exercise, conducted by an independent entity and overseen by the Independent Expert Oversight Advisory Committee and the Independent Oversight and Advisory Committee for the WHO Health Emergencies Programme, in order to evaluate whether those actions have led to the intended results for WHO’s three-year strategy, including its accountability systems and culture”.

Work on the report was kicked off on 23 December 2024, and a validation workshop was held on 7 May 2025. Based on the comments and inputs received at this meeting, the study team finalised a draft report, which was shared with DGO, Accountability Directors, the IEOAC and IOAC on 2 June 2025 for review and final feedback. On 12 June 2025, the report findings were presented to Member States at the quarterly Member State briefing and with participation from the IEOAC.
