The WHO Framework Convention on Tobacco Control (WHO FCTC) is the first international treaty negotiated under the auspices of WHO. It was adopted by the World Health Assembly on 21 May 2003 and entered into force on 27 February 2005. It has since become one of the most rapidly and widely embraced treaties in the United Nations history with 181 countries as Parties to the Convention. 

COP meeting is held every two years and before the main meeting, as per practice all WHO Regions organize pre-conference regional meets to have a common understanding and solidarity on agenda points and have their individual regional viewpoint. The Eighth session of the Conference of the Parties (COP8) to the WHO FCTC was convened from 20-21 August 2018, followed by main COP8 and MOP meetings held in October 2018 in Geneva. 

Considering the prevailing COVID-19 pandemic situation and its impact on the global travel, the Ninth session of the Conference of the Parties (COP9) to the WHO FCTC and second session of the Meeting of the Parties (MOP2) to the protocol to eliminate illicit trade in tobacco products, is scheduled to be held (virtually) in November 2021 (8-13 November (COP9) and 15-17 November (MOP2) as it could not be held in 2020. The meeting was not proposed earlier as the dates and mode for organizing COP9 and MOP2 were not announced.
