Health Accounts Course - Module 5: The Health Account Production Tool (HAPT)

Module 5 covers the Health Account Production Tool (HAPT) starting from an overview and spanning through all the functionalities of the tool along the ten different modules.

  • The first submodule, “The Health Accounts Production Tool - Overview,” introduces key aspects of HAPT. It explains what the tool is, why to use it, what can be done with it, who can use it, and how to access it. It also outlines the steps to produce health accounts and provides troubleshooting guidance on where to get help.

  • The second submodule, “Study Setup – Starting with HAPT,” explains how to create a new HAPT study by adding a study from scratch or importing studies from the old HAPT. It covers the steps to produce health accounts with HAPT, defining currencies, setting up classifications (adding, adapting, and importing classifications), managing notifications, and preparing health accounts through the policy questions and the financial flow charts.

  • The third submodule, “Data collection,” describes data source types, data sources, and data. It explains the data collection module in HAPT and provides guidance on adding and importing data sources, importing data from Excel, preparing data for import, and manually adding data rows.

  • The fourth submodule, “Data preparation,” focuses on double counting and data weighting, including an example of data weighting. It also explains how to edit data rows, restore previous versions, and provides tips and tricks for efficient data preparation.

  • The fifth submodule, “Mapping with HAPT,” explains how to map data, including selecting categories and expenditure types. It covers splitting data rows (adding splits, using the split library, and importing/exporting split rules), conditional mapping, and performing quality checks with warnings and errors related to mapping.

  • The sixth submodule, “Advanced Features in Mapping,” introduces functionalities like repeat mapping and the find-and-replace function. It covers double counting after mapping, including double counting rules and their application. The submodule also explains using views, filters, and other ways to simplify mapping, as well as importing mapping from another study.

  • The seventh submodule, “Adding More Data – Working with Surveys,” explains surveys as a data collection method. It covers understanding surveys, creating and sending surveys, filling surveys, and verifying and finalizing surveys.

  • The eighth submodule, “Data Validation – The Outputs of HAPT,” focuses on checking the completeness of collected and mapped data. It explains how to check for flags, warnings, and errors, the use of graphical views to compare nominal and actual data, working with tables, exporting results, and generating the Join Health Accounts Questionnaire (JHAQ).

  • The ninth submodule, “Advanced Features of HAPT,” covers user management, export and import functions, and tips to simplify working with HAPT. It emphasizes additional features like comments, flags, and notifications, and discusses tools to enhance usability and collaboration.

  • The tenth submodule, “The Analysis Section,” introduces the functionality of analyzing health accounts data. It explains adding and managing timeseries, using predefined reports to address policy questions, adjusting custom reports, and customizing settings for the analysis section in the HAPT setup.
