Overview
A well-performing health workforce is central to a strong health system. Such a workforce is vital for
the provision of continuous, coordinated and people-centred care that can address the challenges facing
the World Health Organization (WHO) Western Pacific Region, including noncommunicable diseases
(NCDs), ageing and unreached populations. The COVID-19 pandemic exposed vulnerabilities in the
Region’s health systems, especially in the health workforce. An analytical approach, based on health
system needs, was employed to develop this draft Regional Framework to Shape a Health Workforce
for the Future of the Western Pacific Region, which sets out policy options for Member States.
