WHO has been supporting the development of health services and the health system in the Lao People’s Democratic Republic since the country became a member of the Organization in 1950.

For WHO, the mission is to achieve the highest possible level of health for all people through health sector reforms, and to achieve universal health coverage by 2025 – one step at a time.

A WHO country office was established in 1962 allowing direct support and cooperation with the Government of the Lao People’s Democratic Republic and other actors in the health sector. The WHO country office is recognized by the Ministry of Health and other partners as a valuable source of technical expertise and one of the lead partners in the health sector.

WHO Country Cooperation Strategy 2024-2028: Lao People's Democratic Republic

The Country Cooperation Strategy is WHO’s strategic framework to guide the Organization’s work in and with a country. The Ministry of Health of the Lao People’s Democratic Republic and the World Health Organization (WHO) are pleased to present the Country Cooperation Strategy 2024-2028.

WHO intends to deliver on the Country Cooperation Strategy via 3 strategic priorities: promoting sustainable and resilient health systems toward universal health coverage, providing protection for communities from health emergencies and diseases, and protecting health from climate change and environmental threats.

Combining technical expertise and practical support, several cross-cutting and critical enablers will support the implementation of the strategic agenda, including communicating for health, reaching the unreached, leveraging digital solutions for health, and driving and measuring country impact. This will be combined with cross-sectoral coordination, linking cooperation at the national level to the subnational level, and working across sectors with a wide range of governmental and nongovernmental partners.

The Country Cooperation Strategy is intended to support the Lao People’s Democratic Republic in the implementation of the 8 priority programmes under the national Ninth Health Sector Development Plan. These programmes strive towards reaching the health-related Sustainable Development Goals and aim to develop the basis for responding to the health challenges resulting from continued socioeconomic development, the long-term impacts of COVID-19, worsening climate change and environmental risks, and the increasing burden of noncommunicable diseases.
